22 Sep 1902 in an article in The Oregon Daily Journal it stated that: Dalles rapids representative Moody to Inspect Upper Columbia With the United States Engineers May Result in Appropriation. Representative Moody is in the city this morning to obtain transportation facilities for the United States engineers who go to Celilo to inspect Captain Holt’s plan of locking around the rapids and Celilo Falls. President Mohler tendered the use of his private car and both boat companies offered the use of their steamers. The board of inspection, consisting ot Captain Burr, Colonel W. IL Hewer, Major Wm. M.
